Ana Paula Dourado (anadourado@fd.ulisboa.pt) is Full Professor at the Faculty of Law, University of Lisbon. She is a Tax Law, International and European Tax Law Professor (with tenure) and Director of the Centre for Research on European, Economic, Fiscal and Tax Law (CIDEEFF), at the Faculty of Law, University of Lisbon.

She is the Editor-In-Chief of the International Tax Journal Intertax, by Kluwer (Ranked #1 of the tax journals in the category Top journals on European Law), where manuscripts are submitted to double-blind peer-review (http://www.kluwerlaw.com/journals/intertax/). Intertax is indexed in Scopus.

Ana Paula Dourado acted as an expert witness at the invitation of the UK Government in a tax court case concerning the interpretation of the Tax Treaty between Portugal and the United Kingdom (2024-25).

She chaired a tax arbitration panel between Spain and France, under the European Union Arbitration Convention (transfer pricing) (2023).

She is a member of the advisory board of the Portuguese Securities Market Commission (CMVM), appointed by the XXIV government (2025).

Dourado has acted as an expert at the legal department of the IMF and has drafted and negotiated the tax reforms in Portuguese-speaking countries (2003-2013). She also co-drafted the tax procedure and tax litigation codes at the invitation of the East-Timor Government (2016).

She was a member of the European Union Platform on Tax Good Governance (2013-2019), representing the European Association of Tax Law Professors; a member of the Centre for Tax Studies at the Ministry of Finance, and a delegate for Portugal in working groups for direct tax harmonization at the European Community and in the Working Group for tax evasion and avoidance at the OECD (1998-2006).

She has participated in several European and International research projects and conferences on tax law (international tax law, comparative tax law and European tax law), multidisciplinary projects (Philosophy and International Tax Justice; Legal and Economic research; legal and economic empirical research; Tax Policy). Dourado is a founding Member of the Group for Research in European and International Taxation (GREIT, www.greit-tax.eu), also aimed at fostering dialogue with other social science and legal disciplines. She coordinates the GREIT Lisbon Summer Course and The Lisbon Seminars on European and International Tax Law (www.ideff.pt/en).

She has been visiting Professor in other European, American and African Universities and at MoF Training Institute in Taiwan: New York University (Spring Semestre 2024); University of Luxembourg (since 2021); University of Amsterdam (2020); University of São Paulo (2020/2021); University of Navarra (since 2019); International Tax Centre in Leiden (2007-2019), University of Florida (Spring Semester, 2010 and 2015); Global Law School (Directors Weiler/Maduro), Catholic University of Lisbon, Law School (2009-2019); WU Vienna, Winter Semester, (2010-2011); University of Neuchatel (2011) and Lausanne(since academic year 2012); University Eduardo Mondlane, Maputo, Mozambique (2007-2008 and 2011); Ministry of Finance Training Institute, Taipei, Taiwan (2012). Co-director of the research project Global Governance: Exploring the tax dimension, at the European University Institute in Florence (2011-2013), jointly with the WU Vienna (in 2013).

She edited “The Acte Clair in EC Direct Tax Law” (IBFD, 2008), “Separation of Powers in Tax Law” (EATLP, 2010), “Movement of Persons and Tax Mobility in Europe” (IBFD, 2014), Tax Avoidance in the European BEPS Context (2016), International and EU Tax Multilateralism: Challenges Raised by the MLI (2020) and has published numerous monographs, articles, book chapters, editorials on Portuguese Tax Law, European Tax Law, International Tax Law and Comparative Tax Law.

She is Vice-Director of Revista de Finanças Públicas e Direito Fiscal; a Member of the Scientific Board of the Italian Rivista di Dirito Finanziario e Scienze delle Finanze; of the Spanish Revista Crónica Tributaria; Member of the of the Editorial Board of Civitas (Revista española de Derecho Financiero); Correspondent of EC Tax Review, Highlights & Insights and several other tax law journals. Member of the Editorial Board of Intertax (2007-2017) (before becoming Editor-in-Chief).

Vice-president of the Institute for Fiscal, Tax and Economic Law (IDEFF); Member of the EATLP Executive Board (2013-2017); Member of the Academic Committee of the European Association of Tax Law Professors (EATLP) (2018-2020; 2006-2012).

She speaks six languages fluently: Portuguese (native language), English, French, German, Italian and Spanish.
