Luís Augusto Máximo dos Santos

Professor Luís Santos completed his under-graduate degree in Law in 1984 and a master degree in 1990 from Faculty of Law, University of Lisbon. He is a visiting professor at IDEFF, Faculty of Law, University of Lisbon and member of the Revista de Finanças Públicas e Direito Fiscal e and Revista de Concorrência e Regulação – C&R. He joined the Portuguese Central Bank, Legal Department in 1992 and is also the President of BES. He serves as an arbitrator on tax issues at Centro de Arbitragem Administrativa (CAAD). He was a member of the Conselho Superior da Magistratura (1999-2009) and Conselho Superior dos Tribunais Administrativos e Fiscais (1997-1999), elected, in both cases, by the Parliament. He represented the Portuguese government in some law suits at the Court of Justice of the European Union. In 2005, he was the President of the Working group for the Reevaluation of the Tax benefits and a member of the Working group for the Revision of the Local public finance law in 2005-06. He has also served as the member of the Coordination of Tax Reform (ECORFI) (2000-2001) and of the Commission on the Taxation of the Institutions and Financial Products (1997-1998). He has more the 50 publications to his credit. He is a member of the research group on Market Failures in a Globalized Economy: Institutional Approaches.
