Prof. Doutor Manuel Cabugueira

He has a PhD in Economics from the Faculty of Economics and Management (ISEG), of the Technical University of Lisbon, where he also finished a Master degree in Industrial Strategic Management. At the graduate degree he has a degree in economist from the Portucalense University, Oporto.

He is an Associate Professor at the School for Economic Science and Organizations - Lusofona University for Humanities and Technology, Lisbon, where he teaches at the graduate level in economics the courses on microeconomics, game theory and behavioural economics and, at the postgraduate level, industrial organization, economic strategy and economics of regulation. 

He is also an invited lecturer at the post-graduation course on Competition and Regulation - University of Law – Classic University, Lisbon

He is the head of the Technical Unit for Legislative Impact Assessment (UTAIL) and a Senior Consultant at the Legal Centre of the Presidency of the Council of Ministers.

He was a senior economist at the Portuguese Competition Authority, from 2004 till 2016, where he held the position of deputy director of the Restrictive Practices Department, from 2008 till 2013, and developed work in the Special Unit for Competition Assessment of Public Policies (form 2013 till 2016) and in the Regulated Markets and State Aid Department (from 2004 till 2008).

He published a book on regulation and he has published different articles and working papers on regulation, impact assessment, game theory and environmental regulation
